First argument of wxFrameManager c'tor not working

The first argument of wxFrameManager's c'tor doesn't do what I'd expect from it.
While it does set the parent frame, it does not set the event handler (like SetFrame does).

It can be fixed by calling SetFrame in the c'tor (although I'm not sure if that's a good thing to do).
