Bug In Load Perspective

Hi All,

I create the layout and tell it which areas which panels are allowed to dock.. ie I have some panels which I dont allow to dock on the top or bottom.

I do a save, and then later a load - which works fine - except it doesnt keep the areas I told it not to allow.. so panels end up being able to be moved everywhere again.
